Politics is essentially the science of maximising the welfare of citizens. A private company has staff which is segmented into different departments like finance, engineering, human resource etc. It is the job of the management to manage the staff so that the company achieves its organisational objective of making profits. If the management is incompetent, the company runs into financial losses. The organisational objective of a government is to ensure that the citizens get a good public life. The state's treasury is built from the taxes collected and has to be efficiently managed to plug all leaks. The scope of this activity is huge and hence requires a high caliber.

An elected politician is a public representative and not their master. He has to take decisions on the behalf of the people. It is difficult to please everyone. People have the right to know the reasoning behind every decision. It is the politician's duty to keep the people updated through the media. Hard earned money of the public collected through taxes has to be invested in infrastructure that will continuosly improve public lifestyle. People have the right to know where their money has been spent. Wearing white or khadi clothes to give a perception of being clean is not enough. He has to be confidently available for public scrutiny at any point of time.

In Goa it is common to see some candidates donating part of their allocated funds to religious establishments to gain favour. People do not realize the intention of such donations and get misguided into thinking that the candidate is working for them. Someone who wins an election should also be able to run the state. Extending greetings on festivals and donating money for cricket tournaments does not mean the person is capable.

The intention behind joining politics should not be personal gains or social prestige but the motivation to give his best back to the society. It is extremely rare to find people trained in IIMs and IITs joining poilitics. Such politicians could easily have been multi-millionaires in some company in the US and have a smooth life. They choose the unconventional path and go through tough times against all odds of politics. Someone who joins politics with a passion for turning his state into a model for the rest of the country, can perform no matter which party he belongs to.

Our country is lagging behind several developed countries in terms of sanitation, public transport, infrastructure. It is the need of the hour for the government to undertake several projects simultaneously for us to meet international standards. The leader should have the capability to kickoff projects simultaneously across departments.

No matter how efficient an individual is, he cannot perform well unless he has the support of his team. The team the leader puts together should not pull the state's administration in different directions. If every player of a football team thinks of himself as the captain, and during the match tries to change the team strategy in his own way, the team's defeat is imminent. It is important to have a political team where one person masterminds the state's direction and the rest of the team executes the plan independently.

There are instances where the state's performance has improved drastically with change in leadership. Bihar was a notorious state always in the news for wrong reasons ranging from multi-crore scams to genocides. With just a change in leadership the Bihar economy has turned around. Gujarat is similarly now known for its administrative efficiency. Goa was branded the country's No.1 state at one point of time. Interestingly these changes came about with a change in leadership. If the political leaders have the will to do something good for the state and the people vote for such leaders to give them a full majority, the state can expect progress.

For a state to function, it needs to build sources of sustainable revenue. The Goa's existing income has to be enhanced and at the same time it is necessary to look beyond tourism. The assurance a politician can give enterprenuers is very important if Goa's image as a mere tourist destination has to change and jobs are created locally for the educated youth. The political leader should have the ability to build a rapport among business houses so that they take Goa seriously.

Leaders should treat the state as their own family. Just as the head of the family ensures that the family's condition continuously improves, the leader should look for better alternatives. For instance, an ignorant politician may let the people continue to take the crowded buses for public transport or have them buy personal vehicles. Only a competent leader will try and apply technology used in other parts of the world to improve the public transport without compromising on people's convenience.

An honest politician may have several ethical principles which he adheres to. If all other politicians around him are as ethical, nothing like it. But unfortunately, the world is imperfect. Coalitions have to be made to get a majority in democracy. Other members of the coalition may not have the same principles. The leader then has to perform and deliver within the constraints of present day politics.

As a public representative, it is the job of the leader to be aggressive in moving the state's administration. This might require being heavy handed with some officials in the departments. Such an attitude is often mistaken for arrogance. Such arrogance is sometimes necessary when dealing with the state machinery if government projects have to be delivered in time and are blocked by lethargy of officials.

If the people do not elect such a leader, they deserve to keep agitating all their lives be it against water shortage or power shortage or bad roads or against migrants or lack of respectable jobs. They should also blame themselves for a lawless society not just for themselves but for their future generations.

    Once I asked my Chemistry Prof what is the example of Ideal Gas...when he was explaining ideal gas equation PV=NRT. There was no exaple of Ideal Gas and pointed out that there are lot of rules and regulations in college...but no one follows it.

    When I read the article it reminded me of the college incident. but this time i had a example to showcase of Mr. Parrikar....!!

    This is a really nice article... describes wat a voter expects frm a political leader & what qualities he looks at while voting.... If all our political leaders inculcate these many things thn we will have the best governd state in d world....
